Estimates indicate that today 1.5 billion people live in conflict affected and fragile States, a number which is increasing. An estimated 93 per cent of people living in extreme poverty reside in countries that are environmentally vulnerable, politically fragile or both. Fragility is especially prominent in the Arab States region due to protracted conflicts and crises that have spill-over effects on neighbouring countries. The region suffers from low levels of investment, high levels of unemployment and low labour productivity. Inequality, lack of decent work opportunities and social exclusion, in turn, are among the factors that propel the potential for further conflict.

This 5-day academy will be delivered by leading international experts drawing on experiences from different countries in applying an integrated approach to job creation in FCAS. The academy will bring together experts and practitioners to share and discuss both the policy and practical aspects involved. Participants will get acquainted with tools to assess the impact of fragility on employment, will study the link between upstream and downstream approaches and will get an overview of lessons learnt in programmes that aim to create jobs through employment intensive investment, skills strategies, social protection, enterprise & cooperative development and local economic recovery.

The academy is designed for policy makers and development practitioners in Arab States with an interest in policies and strategies to promote job creation in FCAS. It addresses a mixed audience of development actors including senior government officials, representatives of workers´ and employers’ organizations, programme managers and staff of civil society organizations and INGOs and UN agencies.

The academy will be offered in English and Arabic.
